Randy joined Alta Housing in 2018 after serving as the Mountain View Community Development Director for over 10 years. His career includes experience in the non-profit, private, and public sectors, and spans real estate, city planning, affordable housing, and economic development. He has worked on projects that received awards from the American Planning Association, American Society of Landscape Architects, and in May 2018 received the “Bringing It Home” award from SV@Home, a policy and advocacy organization focused on increasing affordable housing. Randy was also a lecturer for seven years in the Urban and Regional Planning Program at San Jose State University.

She is committed to ensuring the financial integrity of the company and its affiliates, and serving the fiscal needs of The Housing Development, and Property Management Divisions. She monitors financial policies and procedures, internal controls and reporting systems, and supervises accounting, payroll, and human resources.

She oversees The Resident Services Division, bringing onsite services in education, health, and social services to Alta Housing residents. She has been at Alta Housing for nearly 15 years.

Keri has over 25 years of experience in affordable housing, economic development, urban and environmental planning. She joined Alta Housing in 2016 after 11 years at MidPen Housing Corporation where she contributed significantly to that organization’s growth, including developing more than 900 units of affordable housing in Santa Clara, San Mateo and Alameda counties. As a consultant before that, Keri helped develop the award-winning “Opportunity Center” for the homeless in Palo Alto. She began her career as an environmental planner in San Mateo County, managed economic development projects in New York City, and headed the Port of San Francisco’s first Planning and Development Division. Keri now provides strategic direction on the financing of affordable housing developments and optimal positioning of Alta Housing’s portfolio.

A Bay Area native Rubi Valencia is an active member of the Silicon Valley progressive community. With experience in affordable housing and the Below Market Rate program, she manages the City of Palo Alto Below-Market-Rate (BMR) rental and ownership programs, Mountain View Employee Homebuyer Loan Program and most recently, the City of Mountain View’s BMR rental program.
