Randy joined Alta Housing in 2018 after serving as the Mountain View Community Development Director for over 10 years. His career includes experience in the non-profit, private, and public sectors, and spans real estate, city planning, affordable housing, and economic development. He has worked on projects that received awards from the American Planning Association, American Society of Landscape Architects, and in May 2018 received the “Bringing It Home” award from SV@Home, a policy and advocacy organization focused on increasing affordable housing. Randy was also a lecturer for seven years in the Urban and Regional Planning Program at San Jose State University.

Sheryl Klein joined Alta Housing as its first COO after a five year tenure on Alta’s Board of Directors. During her time as Board Chair, she led Alta Housing’s latest affordable housing project, Wilton Court project through entitlements, development and funding. Sheryl joined the Alta staff in April 2020.
She is responsible for strategic initiatives and planning. She has 12 years experience in real estate investing and property management. She holds an MBA in Finance from Santa Clara University and a BA in Economics from Barnard College. She is also a licensed Real Estate Broker (CA #01844288).
Marc Garcia joined Alta Housing with over two decades of financial and accounting experience in both affordable and commercial real estate. For the past 11 years, Marc has been at MidPen Housing Corporation and has progressively assumed increasing responsibility in accounting, corporate finance and financial planning and analysis (budgeting, modeling and forecasting). Most recently, as Director of Accounting, Garcia was responsible for all accounting and financial aspects of a portfolio of 110 affordable housing communities all over the greater San Francisco Bay Area. Marc earned a BA with honors from Menlo College.
Carlos Castellanos joined Alta Housing in 2020. Previously, he led development in the East Bay for Mid-Pen Housing Corporation. Carlos has a record of 25 years in real estate development and affordable housing. He enjoys working with the diverse populations of the Bay Area to build healthy, vibrant and safe neighborhoods and making stable, affordable housing the cornerstone to achieving his vision. Carlos has a Master’s of City Planning and Master’s of Science in Transportation Engineering from the University of California, Berkeley and has been appointed to serve as a regional policy advisor to the Metropolitan Transportation Commission, the Bay Area region’s council of governments.
Georgina manages over 700 units—and growing! She joined Alta Housing in 2006 as Director of Property Management, and has since been named VP, Property Management. She brings over 20 years of progressive experience in multi-family property management with expertise in landlord/tenant law, fair housing, and issues related to affordable and subsidized housing.

Named a “Local Hero” by the MidPeninsula Media Center in 2011, Kate Young is committed to an empowering living environment for Alta Housing residents. She oversees The Resident Services Division, bringing onsite services in education, health, and social services to Alta Housing residents. She has been at Alta Housing for over 17 years.

Keri joined Alta Housing part-time in 2016 after 11 years at MidPen Housing where she developed over 900 units of affordable housing. Earlier in her career, she worked at the Santa Clara County Housing Authority developing the award-winning “Opportunity Center” for the homeless. Prior to that, she managed large-scale economic development projects in New York City and headed the Port of San Francisco’s first Planning and Development Division. She holds a Master’s degree in City Planning from M.I.T. and a BS with honors from Stanford University. Keri provides strategic direction on the financing of Alta Housing’s projects.
A Bay Area native Rubi Valencia is an active member of the Silicon Valley progressive community. With experience in affordable housing and the Below Market Rate program, she manages the City of Palo Alto Below-Market-Rate (BMR) rental and ownership programs, Mountain View Employee Homebuyer Loan Program and most recently, the City of Mountain View’s BMR rental program. Rubi is fluent in Spanish.
Daisy is very passionate about helping her surrounding communities and providing assistance to those in need. Daisy spent some time in Southern California to pursue her B.S in Sociology Admin at the University of California, Riverside. She joined Alta Housing earlier this year as our Office Manager. She is responsible for overseeing operations and administrative activities for Alta Housing. In addition, she helps those looking for affordable housing learn about the process, inform on what is available and how to navigate it. Fluent in Spanish, Daisy takes pride in being bilingual to better serve her community and help aid individuals and families in need.
