Randy joined Alta Housing in 2018 after serving as the Mountain View Community Development Director for over 10 years. His career includes experience in the non-profit, private, and public sectors, and spans real estate, city planning, affordable housing, and economic development. He has worked on projects that received awards from the American Planning Association, American Society of Landscape Architects, and in May 2018 received the “Bringing It Home” award from SV@Home, a policy and advocacy organization focused on increasing affordable housing. Randy was also a lecturer for seven years in the Urban and Regional Planning Program at San Jose State University.

Sheryl Klein joined Alta Housing as its first COO after a five year tenure on Alta’s Board of Directors. During her time as Board Chair, she led Alta Housing’s Wilton Court Apartments through entitlements, development and funding.
At Alta, she is responsible for strategic initiatives and planning. She also oversees the Below Market Rate (BMR) program. She has 15 years experience in real estate investing and property management. She holds an MBA in Finance from Santa Clara University and a BA in Economics from Barnard College. She is a licensed Real Estate Broker (CA #01844288).
Marc Garcia joined Alta Housing with over two decades of financial and accounting experience in both affordable and commercial real estate. Prior to joining Alta Housing, Marc was Director of Accounting at MidPen Housing Corporation and progressively assumed increasing responsibility in accounting, corporate finance and financial planning and analysis (budgeting, modeling and forecasting). Marc earned a BA with honors from Menlo College.
Carlos Castellanos joined Alta Housing in 2020. Previously, he led development in the East Bay for Mid-Pen Housing Corporation. Carlos has a record of 25 years in real estate development and affordable housing. He enjoys working with the diverse populations of the Bay Area to build healthy, vibrant and safe neighborhoods and making stable, affordable housing the cornerstone to achieving his vision. Carlos has a Master’s of City Planning and Master’s of Science in Transportation Engineering from the University of California, Berkeley and has been appointed to serve as a regional policy advisor to the Metropolitan Transportation Commission, the Bay Area region’s council of governments.
Stephanie manages our portfolio of over 1,000 units—and growing! She brings over 15 years of progressive experience in multi-family property management with expertise in landlord/tenant law, fair housing, and issues related to affordable and subsidized housing. Prior to joining Alta, Shipe served as the Director of Portfolio Management for the Housing Authority of the City of Alameda, California.
Lenita Wheeler joined Alta Housing in 2024. She has over 20 years of experience in community organizing, advocacy, and social services. She believes that everyone deserves the opportunity to live well in safe, affordable homes and communities where they can thrive. Lenita’s journey includes impactful director roles at the Oakland Housing Authority and Destination: Home. Additionally, she has consulted with social impact agencies on board development, fundraising, and process improvement.
Lenita holds a Bachelor’s degree from Stanford University and serves as a Commissioner on the City of Hayward’s Community Services Commission.
